Who is to say that the Novichok nerve agent wasn't leaked by the MOD?

There are about 20 countries who have the ability to manufacture this nerve agent. Given that this is true, what makes you think that the Kremlin are behind the recent contamination in Salisbury etc? Who is to say that the MOD didn't do it?
