Is it bad to wipe my throat/neck or apply anything to it?

My mum said that it’s bad and forbidden to wipe our throats/neck or apply anything (such as cream/medicine to it) as this will cause chemical substances to enter the throats and grow ulcer/tumor. Is she correct? Is it logic?
