Everytime I shave I get a shaving rash and ingrown hairs on my vagina, legs and inside of my thighs. How can I stop this?

I moisturise every time I get out of the shower/bath. I shave every 4 days, and also put soda creem on any spots that’s come. I change the razor head every shave I have and still the rash comes.
