Is it normal for schools to give students 10 years to complete their degree?

    depends on the degree, coz lot of students work and can't afford school

    If the degree is a Ph.D., then yes, many people take 10 years to do all the research and writing necessary for their dissertation. For lower level degrees, maybe it's not so common, and a lot of schools do have deadlines.
