There are some occupations taught through vocational schools, proprietary schools, and not available through community colleges. E.g. truck driving, heavy equipment operator, etc.

That would really totally depend on what each is for, without examples it is hard to say, its a large field and a vague question. Some certificates are very worth it, others not so much and it a degree is required, the CC is the one to go to.
