Assuming the people who immigrate there would be under 65, the proportion of older to younger will go down, because there will be more young people relative to the number of old people.

As Japan's population ages, there are fewer people around to fill all of the necessary jobs. Therefore, Japan will have to depend on immigrants to take the jobs left open by retiring Japanese.
