10 : 0 = 1 : 0 (Ratio in lowest terms)

both those ratios are undefined, since you cannot divide by zero. if it were 0:10 and 0:1, those are both equivalent to 0, and so are identical...

Anything devided by 0 is undefined, so in that respect they're both the same

That's just not a ratio. That's not well-defined.
