Scientific consensus, based on the Omo fossils, which were found in Africa, and are about 195,000 years old. There are older fossils but for those there is some controversy over whether they are "human."

Because that's where the oldest fossils were found. Along with pre-humans like Austrolopithecus. Age of fossils and location seem to indicate a migration to other places at later times.
