Is it possible to genetically engineer a cat to be like a plant, in which it produces its own food, and only need water and sunlight

No. Cats are too active. They just don't have enough surface area for photosynthesis to provide them with all the energy they need to keep going.* *Yes, I am making this all up without doing the calculations.
