Some guys cannot retract until 20+. So not that unusual at 15. Don't force it, but some gentle persuasion may help. Baby oil may or may not help, but you won't do it in a fortnight.

Does it hurt when erect? If not, then not really an issue of concern, not all guys retract. Most guys do begin to retract by 15 to 17 so still might do so in a year or so.

Keep pulling it back as much as you can daily and it should go all the way
