Depends on where you do it. I've washed my car topless, in the driveway in front of the house, on a dare from a girlfriend. There weren't any accidents. The few people that came by didn't even really pay attention.

Yep, that will happen because men(including me) get rubber necks when they see topless women. But you will get arrested to, so beware of that. But if your a dude then my answer is no.
