How come feminists like to insist false rape allegations are rare but also like to point out the stats showing only 7 /1000 allegations?

Lead to a conviction.... wouldn't their own stats suggest as many as 993/1000 or more could potentially be false...? Or do they think men are automatically presumed guilty just because an allegation was made...
