Where does the moisture come from?

You can get a sea breeze a hundred kilometres or more from the ocean. This can raise the water vapour content of the air and thus the humidity very quickly without clouds forming.

Humidity is water vapor suspended in the air. In order for it to condense into clouds or dew, the temperature has to drop to the dew point. As long as the dew point has not been attained, water vapor will remain suspended even with the sun shining.
