Explain to a dummy "photons have mass and at rest that mass is zero". That whole bit about mass converting to energy, but not the opposite?

It is possible. When high energy gamma rays, photons collide with the atoms or nuclei they produce electron positron pair. Both have rest mass. Here energy is converted into mass.

Photons do NOT have mass. They are massless particles that more at the speed of light. Photons do have energy and momentum. Photons can not be at rest.
