Should I use "have" before each verb?

"The facilities have decreased the defects of detection and increased the accuracy" Should I say "and has increased" or the word "increased" would suffice.

you definitely would not use "has" because the subject (facilities) is the same and still a plural. You can share the auxiliary verb in this situation (use "have" only once). You can also use it twice, if you want. You have a choice for once.
