Im 13 about to be 14 and my penis is 4 inches long and i dont know exact girth but can fit all of it inside toilet paper roll so is that a good size and im uncut do women like that or do they think its grows

Yes, it is about spot on average for your age. Yes, it should still be growing. "Women" vary in their experience, but uncut works better assuming you learn how to use it.

That's normal size for your age. What are you concerned about? Boys don't reach their completed, adult penis size until age 15 or 16.
