Human beings embody a very wide range of capabilities, including those who don't have the ability to meet a given society's standards. Any large number of people will have a small group that exceeds all standards and an equally small group that succeed even in the basics of that society. This could be due to many factors, including those mentioned above. This inability in any individual may be chronic or temporary (some people do succeed in overcoming their condition). The homeless segment of society can be seen worldwide and going back many centuries.

The homelessness problem has many causes. Among them: drugs, mental illness, personal preference. Any lack of jobs at this point would be a geographic problem - job seeker not near available jobs. But don't try to tell me there is a lack of jobs, as just about every business that I frequent has a 'Help Wanted' or 'Now Hiring' sign out front.
