Depends on how tight the rubber band is, and how long you leave it on. Things like that are done in the BDSM community for erotic play. Semi tight, for less than an hour, will cause no harm. But if put on really tight, and left on for more than an hour, the risk of permanent damage increases exponentially.

Depends how tight. If it cuts off blood supply for too long then necrosis sets in and infection risk increases.
