IMHO, the heavy influence of the Roman Catholic Church. That church, especially in the 16th-19th centuries was very corrupt. The people, especially the political leaders, copied that corruption, and it has continued on to this day. When corruption abounds, it's almost impossible for the poor to break out of their poverty. As soon as someone starts making some money, someone else will steal it and unless you also have the money for a bribe, the cops won't do anything. That's not to say that the USA doesn't have any corrupt leaders, but there are a lot less than in other countries, and most of the time, they are punished when caught. If a cop was taking bribes, someone would get it on a smart phone, and he'd go to jail, so they don't do it.

I would say unlike countries like the USA and other first world countries Mexico and Latin America these countries haven't had the influence of wealthy entrepreneurs from countries from European countries to industrialise these countries. Likely until recently higher education was not taken seriously enough so likely there were less highly qualified people to kick start an economy. If there has been a lot of corruption or poor political leadership in a country generally keep a country down as manufacturers don't want to set up in such a country. Drugs and crime also put people off setting up manufacturing in a country where they do not feel it is safe to send staff or a risk of crime and extortion.
