I suspect current technology and engineering could make it possible. However, it will not happen. The reason is not because of the environmental damage it will cause but because of the prohibitive cost.

Yes, but where exactly. Coastal colonization would be easier than deep sea colonization.

Sure, we need to just build uncollapsable buildings with watertight windows. Simples.

Not with our current technology. The Water pressure is too high. Nuclear submarines DO operate for over a year at time, but there have been some disasters. Most of the "closed' environment experiments have not been entirely successful either.

Probably a lot easier than colonizing Mars or some planet in another solar system.
