Body language: what does it mean when someone is talking and they place their hand on their upper chest/neck?

This guy and I were talking at work and we were going through a list of jobs we had to complete. He always seems quite nervous talking to me, for some reason. I just get this ‘nervous vive’ from him. While he was talking, he had his hand on his upper chest/heart area and was then rubbing his neck. What does it signify?
