Why doesn't a super massive black hole the size of the Milky Way sit in the center of millions of swirling black holes?

    Because Black holes, even Supermassive ones carry more mass than volume their physical size stops at the Event Horizon For something larger. you can surveil the Universe

    It might be gravity,there could be a limit on how big things can get

    Well, ..., Walls and Filaments are composed pf galaxies. As a result, they are much larger than galaxies.
