Is water the best form of re-hydration?

No. Water alone does not "hydrate" as the body does not absorb much of it unless ingested with food. It's why drinks have flavours and even tap water has salts. All to make the water more pleasing to taste and for the body to absorb it better.

Yes. Our body is made of up to 60% water. We absolutely need it to function. Many people really do not drink enough pure water at all and instead replace it with sugary and carbonated drinks.
