when I decrease the reading of the rheostat, the EMF is still same? Voltage for internal resistance increase? voltage for external resistance decrease?

    Draw the equivalent circuit on paper showing an ideal voltage source, the internal resistance of the battery and the load resistance. This forms a voltage divider. All your questions can be answered if you solve for a simple voltage divider circuit.
