Since Real is −2 and imaginary is +3 Hence complex number plotted is −2+3i

How far is it from the origin on the real axis? -2 (minus because it's to the left of the origin.) How far is it from the origin on the imaginary axis? +3 (positive because it's above the origin.) Hence -2 + 3*i (b)

The red dot is at –2 + 3j an explanation? just count the boxes, surely you can do that. The dot is 2 boxes in the negative direction on the x (real) axis, and 3 boxes in the +y direction above the x axis, the imaginary value.
