I can't really post a pic on here but right outside where my vagina hole is there is like a mound of wrinkly skin on both sides and no it is not the labia because that's at the top the area I'm talking about is like right before the pernium

There is a lot of variation in the appearance of the vulva. It seems likely to me that what you are describing is just another part of your labia. The labia are often wrinkled
