Does 1 year age difference between two persons is still a matter to be taken seriously?

It depends .... age difference at legal age ....versus not legal ...then YES...

no . 1 year does not matter ----- unless the younger one is not of LEGAL age and then it does matter ALOT

The difference between 1 year old and 2 years old is significant. The difference between 65 years old and 66 is not.

This depends on the context. If, for example, it is a situation where an adult is sleeping with a minor, age may be significant.
