Is there a difference between the pronunciation of the article "The(da) and The(dee)"?

Why is it that we pronounce article "the" as "Da" sometimes and sometimes we pronounce it as "Dee"? Is there a difference or both are fine? If there's a difference then please explain the circumstances under which both are used.

I've only ever heard The pronounced as Da to mock midwesterners.
