In a way it is, because you are telling her to be happy rather than just her smiling on her own. That is something that may promote good well being however.

No, it promoting power over her. What if she’s ill, or going through stuff? You telling her to smile when she’s not up to it, is just asserting authority. It’s ok to ask her if she’s sad about something though.
