Why do people use public restrooms to go number 2, but refuse to flush the toilet on their way out?

A guy I know is a high school custodian and says when he goes to clean toilets, he finds toilets that didn't get flushed after being used... ALL THE TIME Why would someone just go number 2 in a public restroom toilet then not flush?!?
