I told this guy to shut his mouth (he wasn't a complete stranger, I know him but he's really annoying) and then he shouted "Why don't you shut it for me?" what did he mean?

As you well know, he was inviting you to fight him. If you won, he would have to keep his mouth shut.

It’s kinda like someone saying “say it to my face.” Or “make me shut up.” They are literally trying to see if you will fight them.
