America and England are two of the whitest countries I've ever seen. Wales doesn't even have a white community. Not that it ever did!

Absolutely false. There are is approximately 18 679 black people in Wales. The combined populations of England and the USA are 380 987 278. Your question is clearly as absurd and asinine as it sounds.
