No, grades do not round up.

No, it will not be rounded up. If grades could be rounded up, it would be theoretically possible to round up to 100%, when in fact you did not get all 100% correct. Sorry, you're getting a C.

That would depend on the custom and possibly law in the school system in which you are studying. You do not tell us where you are studying - it could be anywhere in the world.
