Is he took the plate off of the table correct or should it be you took the plate off the table?

If he did it, the first is correct, but, if someone is referring to what you did, then the second would be correct. Further, if you are describing what you did, then "I took the plate off ..." would be correct.

I'm afraid that, in British English at least, 'off of' is considered illiterate. It's quite enough to say 'He took the plate off the table'.
