Why is it so much disagreement towards men who understand that men initiating interaction with female strangers is considered harassment?

Are men not allowed to think and act in a way that doesn't constitute harassment towards women? Women should be satisfied with more and more male strangers choosing not to harass them.

Every normal woman and man know the difference between normal interactions with the opposite sex and what is harassment. If you don't ask your Mother she will be able to explain it to you.
