It's grammatically correct, but I don't think it's what you mean.

What is this for? If it's for an academic paper, "let's" is too informal. It's ok for a speech. Otherwise, change it to more formal terms.

I would add a comma after "office", and I would omit the words "since the last time".

You only need the first "last" if he left office more than once and you do not need "since the last time." Normal English: "Let's look at what has changed and what hasn't since he left office."

How many times has he left office? If only once, delete the first "last" and "since the last time.".
