Why do some ppl in public have stern & mean looking faces if u make eye contact,but others are more pleasant. If someone looks mean I look?

Away almost automatically ( I'm not a starer) but my parents always say " make sure you keep looking at ppl in the eye".. But some ppl have a happy face or nuetral face.. But other ppl sometimes look you kind of intently into the eyes? Why

Some people just have a natural neutral negative face. It cannot be helped, me being one of them.
