Is 1500 calories a day for most people a consumption for weight loss?

No way to know. For me 1500 calories a day is well over my BMR.. I'd be gaining if I ate 1500 calories a day.

It really depends on the person. That's not going to be enough for most men, women who are obese, anyone who is active etc. It will be too much for someone who is smaller.

It depends upon what you're eating.
