Propane is a fuel. The purpose of burning it is either to produce heat or mechanical energy from the expanding gasses. The results of the reaction are CO2 and H2O. Niether of which is a fuel.

Propane is a fuel. Combustion of propane, is the chemical combination of propane with oxygen to release heat energy. Light is also released, but that is Not the primary purpose of combustion.
