Only if they are very ill, either mentally (i.e. eating disorder) or physically. Skinniest 6ft person I could find weighing 120lb: https://www.mybodygallery.com/photos-248... Dread to think what 100lb would look like...

6ft and 100lbs? You might find a few anorexic teens or cancer patients in that case, but their life expectancy would be extremely short! In terms of BMI it would be 13.56 kg/m2 !
