I would use one. I would say or think a pause between ...as bad, if not... That is, there is a contradiction, an alternative aspect that is not actually a direct continuation of the first phrase, so I would expect a pause to point out that separation.

Yes. The political oppression was just as bad, if not worse. (Rule: A comma should be used between parts of a sentence suggesting contrast or comparison. i.e. The more time you take now, the less you'll have later.)
