Beauty means different things to different people and, at best, is only skin deep. There is always something about a person which you can give a complement on and it will be more by an ordinary person than one that is constantly being flattered.

Beauty is in the eye of the beholder. If she is beautiful to you go ahead and tell her. Honesty is always the best guide in everything. There is no objective standard of beauty.
