Is it appropriate for parents to address female school staff as "Miss" like the students do? It seems to be common at my son's school?

Yes. It is a sign of respect and an acknowledgement of who they are and what they do. Added to this we were all students once and when we spoke to our tutors we called our female teachers 'Miss' and our 'Male' tutors sir. Old habits die hard. Poseidon

Yes. Everyone should refer to others as "Miss xxx", Mrs. xxx", "Ms. xxx", or "Mr. xxx"... unless and until the other party asks them to refer to them in some other way.
