Sure, since there is not much support in boxer briefs, the balls and penis kinda flop around. Not as much as boxers of course.

I thought boxer SHORTS let it all hang loose and boxer briefs were tighter on the legs and kept everything up and still

Yeah, and when you get older they will be hanging down to your knees. I have a friend and she makes her husband wear briefs in order to avoid the downfall.
