I understand that the 19th century is from the year 1800 to the year 1899. So why are people saying that the 21st century begins on?

January 1, 2001, and ends on December 31, 2100. I thought it would be between 2000 and 2099. If my belief is not correct, please explain in detail WHY it is NOT correct. Thanks.
