Why wouldn't it? It has an elliptical orbit which sometimes brings it closer.

Because it is closer to the Earth. The Moon is in an Elliptical orbit around the Earth. So the Distance Changes.

Both the Sun angular distance and the Earth Angular distance are approx 2 inches

Its orbit isn't perfectly circular, so sometimes it's closer than other times. Then it will appear a bit bigger.

The moon's orbit is elliptical, enough so that its angular diameter on the sky ranges from slightly smaller than the sun's to slightly larger.
