Someone at school said w*nker and someone else said c*nt. The person who said the c word got punished but the student who said wanker got nothing, the teacher heard, why?

Because c*unt is considered a more vulgar word.

Because wanker is a much much milder word than c-nt. There is even a suburb of Portland called "Wanker's Corner", which elicitis giggles, but is not exactly a bad word, sort of like "butt".
