Nope. If you want to study in Germany, you'll need to be fluent to a high technical level in German. If you want to study in English, you'll need to pick an English-speaking country.

I'm not sure what you mean by residency program. However, if you mean medical residency, no, although you'll find most educated Europeans speak some English.
