Is prostitution just a man paying another man to rape a woman?

In which case, instead of the debate focusing on the female victims (often procured at a young age), shouldn't the discussion be about what to do about men who exploit women?

In some cases when the pimp controls the women it could be (and that should indeed be illegal) but if it is a consensual agreement between the buyer and seller then it is just a business arrangement (and therefore shouldn't).
