no. they have a thought then take action immediately right after that. without considering too much, because too much thinking becomes another problem for the thinker.

Kind of depends on how "impulsive". Jumping off a curb into traffic could be impulsive. And fatal. Deciding to take skydiving lessons, and jumping out of an airplane, with a parachute is also impulsive behavior. Also very safe.
